Abstract

Ecotourism development in Banten Province requires a strategy that integrates natural resource potential, destination management capacity, environmental sustainability, and economic benefits for local communities. This study aims to analyze internal and external strategic conditions and formulate priority ecotourism development strategies to support a green economy in Banten Province using selected destinations as field-based evidence. A sequential exploratory mixed-methods design was employed. The qualitative stage involved three purposively selected key informants, consisting of two tourism managers in Carita and one functional official from the Banten Provincial Tourism Office, supported by non-participant observations at Ujung Kulon National Park, BUMDes Desa Bandung, Curug Goong, Wisata Desa Cirahat, and Tanjung Lesung. The quantitative stage involved 15 respondents who assessed strategic factors for IFAS and EFAS analysis. The results showed an IFAS score of 3.12, consisting of strengths of 1.44 and weaknesses of 1.68, while the EFAS score was 2.78, consisting of opportunities of 1.19 and threats of 1.59. The resulting strategic coordinates were (−0.12; −0.20), placing the development strategy in Quadrant IV and indicating that the WT strategy should receive priority. The main priorities include strengthening managerial and community competencies, developing an integrated waste-management system, improving disaster and climate-risk preparedness, and diversifying sustainable financing sources. Collaborative governance is positioned as an implementation framework for coordinating government, destination managers, communities, business actors, and non-governmental organizations rather than as a separately measured empirical variable. Provincial-level implications are derived from the integration of selected field sites with policy and statistical documents and are therefore not intended to statistically represent all ecotourism destinations in Banten Province.
