Abstract

Structural poverty in the coastal areas of South Sulawesi remains resistant to various policy interventions, particularly for the Bajo community in Bajoe Village, Bone Regency. Coastal women face a double burden but have very limited access to empowerment programs. This study aims to analyze women's socio-economic roles, identify structural and cultural challenges, assess the potential of appropriate technology, and formulate a relevant empowerment model. A qualitative method with a fixed case study was used. Informants were determined purposively and through snowball sampling (total 9 informants), consisting of the Bajoe Village Head, the Head of DP3A, the Fisheries Service, Fisheries Extension Officers, and coastal Bajo women. The results indicate: (1) women's economic roles have shifted to the productive sector as pappalele, seaweed binders, and fish processors; (2) structural challenges include inaccessible KUSUKA Cards due to the practice of fish bombing, budget inefficiencies, and an age limit of 18-40 years; (3) cultural challenges such as low education and price fluctuations; and (4) appropriate technology such as spinner machines is suboptimal. A local triple helix empowerment model is recommended as an adaptive solution.
